Legal Action
Unite4Freedom is the only organization advancing a comprehensive solution that will significantly impact elections across the country. Using our extensive data analytics for 35 states derived from their own official election records, we have identified millions of potential legal violations. U4F and our citizen volunteers are taking action with a variety of actions rooted in existing federal law. The Help America Vote Act (HAVA), the National Voter Registration Act (NVRA), the Voting Rights Act (VRA) and the Constitution together with existing federal criminal statutes under Title 18 and others, provide a complete enforcement framework.
Election officials are BLATANTLY REFUSING TO OBEY THE LAW.
The problem is that no one has properly enforced or adjudicated violations of law. Unite4Freedom intends to change that by employing our multi-faceted legal strategy based on data-driven evidentiary packages.
Federal Election Certification Lawsuits
These lawsuits are filed in federal court seeking to challenge the legality of certification with widespread/massive inaccuracies and non-compliance.
The goals of these lawsuits are to expose the malfeasance, get the U4F findings on record, and ask the court to clarify whether the law needs to be followed when election results are certified.
The anticipated outcomes include holding officials accountable to administering accurate and auditable elections, injunctions against certification of inaccurate or untrustworthy election results, and accountability for those who do not follow the law. We intend to take these suits all the way to the Supreme Court, if necessary.

Pennsylvania Complaint
NVRA Notice of Violations and Demand for Correction Action
Working on behalf of all Americans, Unite4Freedom together with aggrieved citizens, filed a Notice of Violations and Demand for Corrective Action concerning the fulfillment of legal requirements under the National Voter Registration Act (NVRA) in 30 states.
Each Notice identifies the statutory duties at issue, the categories of alleged violations, the supporting factual bases, all the individual records that appear to be in violation of legal requirements, and the corrective actions requested. The Election Validity Scorecard for each state is provided as a summary of the violations, but each one of the over 18 million total records provided for those 30 states must be resolved and explained.
Citizen HAVA Complaints
A state HAVA Complaint is a Title III Administrative Hearing Process. It is not a lawsuit. These complaints are being filed by citizens using Unite4Freedom training, data, and templates documenting the legal violations that support our claims.
The issues contested in these complaints include: record retention, public transparency, disobedience to the law, failure of auditability, and every citizen’s right to be heard.
The objective of these complaints is to force legally mandated HAVA complaint adjudication, establish standing, improve discovery, put U4F findings on record, and strengthen our federal certification lawsuits.

Notice of Evidentiary Preservation Obligations
Unite4Freedom has sent a Notice of Evidence Preservation Obligations to 35 state Governors, Attorneys General, and Secretaries of State. These letters were sent out between September 2 and 3, 2026 in advance of the expiration of the 22-month record retention requirement for 2024 general election records, and are connected to the Notice of Violations regarding compliance with the National Voter Registration Act of 1993 (NVRA), 52 U.S.C. § 20501, that have been transmitted to 30 states.
The letters are a formal demand that the states immediately take all steps necessary to identify, preserve, and protect from destruction, alteration, or loss any and all records, documents, communications, and data that relate in any way to the subject matter of the Notice of Violations and their compliance with the National Voter Registration Act (52 U.S.C. § 20501), the Help America Vote Act of 2002 (HAVA) (52 U.S.C. § 20901), and the Voting Rights Act of 1965 (VRA) (52 U.S.C. § 10101).
The letters also serve as formal notice that Unite4Freedom intends to commence civil action against the states if the violations identified in the Notices are not fully remedied within the time period outlined in NVRA—90 days after a State receives written notice of the violation, or within 20 days after receipt of such notice if the violation occurred within 120 days before the date of an election for Federal office. (52 U.S.C. § 20510(b)(2)).

California Letter
Notifications to State Election Officials
This includes sending each state official notification of the Unite4Freedom reports outlining the legal violations uncovered in our in-depth analysis of their official election records.
Analysis of 2022 election records and 2024 election records were sent after both elections. Only ONE state of the 35 analyzed acknowledged receipt, and NONE of the states have had any follow up or conducted any investigations.
Mandamus Lawsuits
Unite4Freedom has a history of using the courts to protect every American’s right to valid elections.
In 2024, before the general election, Unite4Freedom filed nine federal mandamus actions against election officials in Maryland, Pennsylvania, Ohio, Florida, Texas, Michigan, North Carolina, Colorado, and Georgia.
Those cases provided valuable legal and practical experience that helped shape our current strategy. Through that process, we refined our legal theories, identified the procedural challenges that must be overcome, and developed a more focused approach centered on the Help America Vote Act (HAVA) and federal election certification.
Today, our litigation reflects those lessons. We continue pursuing a strategy designed to secure every American’s right to elections that are lawful, transparent, accurate, and independently verifiable.
